Certificate of operation The association must ensure that each elevator has a current certificate of operation issued by the DBPR and must post it in a conspicuous place in the elevator car, framed with a transparent cover. The ESA states that a certificate of operation may be issued for a maximum of two years, however, certificates are currently issued for only one year. At least 60 days before the expiration of a certificate of operation, the elevator owner must report to the DBPR whether it has an active service maintenance contract on the elevator. Two factors can result in a denial of a license renewal, a failed annual (routine) inspection and/or non- payment of fees. An application for renewal that is received after the expiration of the Accidents Any elevator accident must be reported within five days to the FDHR within the DBPR. Failure to report an accident could result in a fine of up to $1,000. The association should also Under ASME 2.27.1.1 Emergency Communications [A17.1-1990], the elevator control panel may be no more than 48 inches from the floor of the car. It must be identified by a raised symbol and lettering located adjacent to the device. If a handset is used, the length of the cord from the panel to the handset must be at least 29 inches. If the phone is in an enclosed compartment, special rules may apply. Emergency intercommunication cannot require voice communication only. Tactile symbols and characters should be provided adjacent to the device. Power source Under ASME A17.1, the means to activate a conversation between the elevator and responders is usually connected to the building power supply. However, if power fails, communications should automatically transfer to standby or emergency power. The power source must provide for the operation of the elevator’s audible signaling device and illumination of the alarm Uniform fire safety standards for elevators Uniform fire safety standards for elevators are found in F.A.C. 69A-47. Fire safety requirements for elevators are very extensive. This includes nearly 400 pages of the Fire Safety Code for Elevators and Escalators. Specific references include: ● F.S. 399. In an emergency, under Phase I Firefighters’ Service Operation, elevators that are 25 feet or more above the main floor are required to return to a designated landing area or an alternate area. Phase I operation is activated either manually by a special key, or automatically by a fire alarm initiating device, such as a sensor could detect smoke in the hoist way, lobby, or machine room. Phase II The Phase II operation is an override controlled by firefighters after Phase I has been activated. Under Phase II operation, firefighters can use a key switch to operate the elevator, Florida building code update This Florida code update takes full affect on the first day of 2024 and will ensure that all elevators are equipped with a hoist-way door-lock monitoring system (DLM). This system guarantees that Emergency phases Phase I

certificate must include a $50 late fee in addition to the current renewal fee. A routine inspection for safety must be completed within the previous 12 months. An elevator must be in satisfactory condition to be issued a new certificate. When an inspector finds that an elevator is in an unsafe condition, the inspector may seal the elevator to prevent it from being used if it is in the interest of public safety. The association must then demonstrate to the inspector that the elevator has been satisfactorily repaired or replaced before it can be placed back into service. Any violations cited on an inspection must be corrected within 90 days of the inspection and a callback inspection must be performed to verify all violations are corrected.

report accidents to its insurance company. An elevator accident includes but is not be limited to defective doors, free falls, unbalanced leveling, and modifications in speed.

switch for at least one hour, and the telephone for at least four hours. In associations in which a building attendant is not continuously available when the required emergency signal is operated, the association should ensure that elevators have a means within the car for communicating with or signaling to an entity that can initiate appropriate action. If the association’s elevator telephones are programed to dial an office telephone, the person who answers should know the requirements for responding to an elevator emergency. Some elevator inspectors test telephones annually to see if the association handles the call correctly. Elevator telephones programmed to dial 911 will dispatch emergency personnel 24 hours, 7 days a week. However, such calls will not contact maintenance personnel or managers. If the calls are not an emergency, the association may be fined for police or fire response to non-emergency and prank calls. ○ Outlines fees and costs. ○ Outlines where and how a bulletin board in an elevator may be placed, the materials to be used, and the way the bulletin board must be secured. ● Florida Fire Prevention Code.

provided the hoist way is clear of smoke and the elevator has electricity. F.A.C. 69A-47 provides that Phase II on existing elevators, as amended into the Safety Code for Existing Elevators and Escalators*, may not be enforced on elevators in condominiums or cooperatives until the elevator is replaced or requires a major modification, whichever occurs first. This exception does not prohibit FDHR from granting variances to the upgrade requirements. *These are American Society of Mechanical Engineers (ASME) A17.1; A17.3 requirements for elevator safety.

an elevator remains locked until the cab doors have securely shut, which diminishes any risk that it could move with its cab doors still fully or partially open.
